Tapestry on Central has quite the history. It started out as Willo Walk under a Canadian developer called United Properties. United Properties had a reputation for being a very good developer of commercial properties in that country. We later heard, and this is totally unsubstantiated, that the developer/individual who came to Phoenix was not the same guy that really made things work up north (supposedly there were two brothers one who really knew what he was doing and the other one who came down here). Anyway, problems at Willo Walk soon surfaced and construction came to a grinding halt soon. The property sat dormant for some time until Starpointe came along and bought the project, renamed it Tapestry on Central and ultimately completed it. Note: we understand the name Willo Walk since it was located right on the edge of the Willo Historic District but we don't know the reason for the name Tapestry. If you do, please explain below.

Tapestry on Central is a huge 280-unit brownstone, condo, town home / loft community on the northwest corner of Central Avenue and Encanto Boulevard, and sits right on top of one of the new light rail stops. Tapestry is super close to the financial district, central business corridor and minutes from Sky Harbor International Airport and government offices. With the Heard Museum just across the street and the Herberger Theater Center, Civic Plaza, new Convention Center, US Airways Arena and Chase Field a mile away the best of Phoenix lies at its doorstep.

There are two story brownstones on the ground floor, condo flats on the third and fourth, and two story "lofts" on the fifth and sixth floors. We find the finishes to be very blah but the floor plans aren't bad. So with a face lift you might have a winner here. And prices are down so with the right purchase you should be able to remodel and still be above water. We think that with the light rail coming overall this will be a smart place to live.

One word: Run! Ridiculous HOA with equally ridiculous rules (you can't even use the balcony for anything other than what they approve for, and the list of forbidden things are a page long). If you are a renter, you will be treated as a second degree resident. The community manager is an inept idiot that keeps promising new construction, cleaning, new Ike room for months.....still nothing. Sidewalks on the outside of the community are filled with dog poop, and you can smell the urine in the air especially when it gets hot......those are but a few things, I'm counting my lease days down so I can move out of here. Will not even recommend this complex to my enemy.

smiley-:-( I completed a walk through this weekend and was somewhat concerned with what I saw. Yes, the hot tub was covered with plywood, carpets throughout the facility were dirty and the rent PLUS HOA fee prices them out of the market. No thanks. I could rent at 44 Monroe for that price. This is the only rental we saw that charges the renter a $400 monthly HOA fee ontop of the rent....weird

#0 Art - Thanks for the details..I just walked through a couple of nice models yesterday. I noticed the hallway carpets were dirty. The bathrooms did not have high end materials. Seem like the HOA=$300 is covering so much maintenance. And yes, feels like an apartment complex. Disappointing.

Homeowner here.....great location, but supposedly heated pool is not heated, hot tub not operations, movie theater equip was stolen and leaks throughout the building and the parking garage (just look at the ceilings in the hallways). Great location for a rental, but carefully consider before buying.

I love the location of TOC and am considering buying. My concern are the HOA fees. With so many units foreclosed or up for sale, will this mean that owners will end up having to pay higher HOA fees to make up the difference?NEAGEACO

We're seeing more and more bank owned condos hitting the market at Tapestry on Central so prices are coming down. This can be a great community at the right price. Call us for info.

3 year resident to TOC. Great location, good floor plans. Buildings filled with renters and a board comprised mostly of nonresidents investors that don't care or take pride in the buildings, so it feels and looks like a apartment building and not a mid or upper scale one at that.
