			<content:encoded><![CDATA[<p>For years residents at Summit at Copper Square have had to turn a deaf ear to train horns blowing night and day just to the south of the high rise.  Even though the street intersecting the tracks is very lightly used, Federal regulations required that the train conductors blow their horns as they approached the area.  Some of the conductors were cool about it and only gave the horn a short tap during the wee hours of the night while other conductors really blasted it.</p>
<p>David Wallach, the developer of Summit at Copper Square, has been pursuing a exception to the horn regulations so that the intersection would be treated as a &#8220;quiet zone&#8221; by the conductors.  It appears that his tenacity is finally paying off.  Below is a copy of an email that Wallach shared with me written by the man who has been helping him wth this issue: </p>
<p>&#8220;The 21 day notification letter was mailed on September 15th.  From what Chris Becker has told us in the past it is often 2-3 weeks after the 21 days have lapsed that the horns actually go silent so I would not promise residents that it will be quiet on October 6th.  There are also 2 minor sign issues which hopefully does not delay things with UP.  We removed two signs from the drawings  because of property owner concerns.  UP has been very challenging to work with and I am crossing my fingers that they do not balk at the change.  Jen can you send this out to the tenants please.</p>

			<content:encoded><![CDATA[<p>Just as the <a href="http://www.weknowurban.com/Tour/">Light Rail</a> is opening, which whizzes by both sides of the Cityscape development in downtown <a href="http://www.weknowurban.com/Phoenix/">Phoenix</a>, comes some unfortunate, but not surprising news.  The three block complex was originally planned to consist of luxury condominiums and apartments, two boutique hotels, office and retail space.  The developers have announced the project is scaling back and here is a breakdown of the changes that were made:</p>
<p><strong>Under Construction and still on track to finish:</strong></p>
<p>27-Story Office Tower with Wachovia as anchor tenant.  Well Fargo is in talks to buy the bank, but already has a tower in downtown Phoenix.</p>
<p>34-Story Hotel and Condo Tower: 250-room Hotel Palomar &amp; 165 Luxury Condominiums</p>
<p>Retail Plaza with tenants: A.J.&#8217;s Fine Foods Grocery, Urban Outfitters, Golds Gym, and potentially a drug store.  A steakhouse by Fox Restaurant Concepts will replace the P.F. Chang&#8217;s, but P.F.&#8217;s could be added on to the project down the road.</p>
<p><strong>Put on hold until the market recovers:</strong></p>
<p>Two towers consisting of 1000 condominiums and a 150-room boutique TWELVE hotel.  This was planned for the eastern block between 1st &amp; 2nd streets.</p>
<p>The 65 apartments units above the retail plaza on the western block between Central Ave &amp; 1st Ave have been halted as well.</p>

<p>As this news does come at an unfortunate time, the Cities of <a href="http://www.weknowurban.com/Phoenix/">Phoenix</a>, <a href="http://www.weknowurban.com/Tempe/">Tempe</a> and Mesa are all ready for the Light Rail opening this weekend and expecting very large numbers to be out.  Go check it out everyone, it is the future of travel not only here, but in every major metropolitan area.  Phoenix is a little late to get it, but it is better now rather than 10 years from now when we are projected to grow by a couple million.  Not only will it be great way to experience the jewel of public transit, but you will also get to be a part of a major transition in the shaping of our future.</p>
<p>As oil and other resources rise in price for a particular society, they are more or less forced to grow in denser environments, with an emphasis on mass-transit.  In most urban environments, rail (subway or light rail) acts as the nervous system of the city and also serves as a catalyst for <a href="http://www.weknowurban.com/">urban</a>, mixed-use, transit-oriented developments.  As you can see, many quality projects in Phoenix are unfortunately scaling back and even canceling completely.   However, that doesn&#8217;t mean something great won&#8217;t replace it in the future.  The land near the Light Rail line is too valuable to not utilize the new zoning standards (TOD Overlays and Form-Based Code: more information on that in previous posts) to their fullest extent.  I believe it is inevitable that the LR will spur mixed-use developments all along the starter line and even the future extension areas will see some vertical growth in the coming years.  As for Cityscape, the project will soon glow on the southern edge of the skyline, but not as quickly as previously hoped.</p>

			<content:encoded><![CDATA[<p>One of the remaining large vacant parcels within reasonable boundaries on the northwest corner of Scottsdale Rd and Lincoln Dr will possibly house two hotels, over a hundred condominiums and townhomes, luxury single-family homes and retail space. Five Star Development, a local Scottsdale developer has been pitching a Ritz-Carlton Resort and Residences for nearly a year now to the Paradise Valley City Council. The majority of the parcel, 100-acres, lays in PV, which has much different zoning designations than its next-door neighbor, Scottsdale.</p>
<p>Many PV residents fought long and hard earlier in the year to squash the project, which they claimed had too high of a density for the residential portion. Most residential lots in the oasis of PV are over an acre, while the proposed residences for the Ritz-Carlton will be much smaller. PV City Council approved the development plans in April, and voters affirmed the decision on the November ballot. Since then, Five Star has actually considered cutting down the number of homes, which would decrease the density.</p>
<p>Five Star Development also has ambitious plans for the 20-acre portion of the site that sits in Scottsdale. In January, the developer is planning to request a major zoning change to the City of Scottsdale code. They want the 20-acre parcel to have a mixed-use designation that can allow a hotel up to 60 feet high, 80 condominiums and 300,000 square feet of retail and restaurants. The only viable zoning designation for this is the planned regional center (PRC). The hotel will be an Edition Hotel, a new offspring of the Marriot brand.</p>

			<content:encoded><![CDATA[<p>The last major General Plan to be approved in <a href="http://www.weknowurban.com/Mesa/">Mesa</a> was back in 2002 (2025 General Plan), which had many focal points, one being on residential housing growth on a horizontal level and also a new &#8220;city&#8221; in the Gateway region.  However, the vision for Gateway was focused primarily on industry, not an urban mix of uses.  Six years later, with the help of a few high-profile developers and very positive economic forecasts from various institutes, the 2025 General Plan has been amended.  Most “growing” cities have general plans, which are blueprints for anticipated future growth and land uses.  The East Valley city is now ranked 38th in city population in the country.</p>

<p>The <a href="http://www.weknowurban.com/Phoenix/">Phoenix</a>-Mesa Gateway Airport currently abuts the General Motors Proving Grounds site to the east.  The GM facility sits on about 5000 acres of land, which was recently purchased by DMB Associates of Scottsdale and Pacific Proving, LLC.  DMB owns around 3,200 acres, while PP owns the rest.  The former general plan, which strictly called for industrial use, would not allow such a high density and mix of uses that each company is proposing.  The amendment, which was approved by City Council Monday night with a twin 7-0 vote now allows for the developers to use the General Plan to their advantage, when they submit actual plans to the city in the coming weeks.</p>

<p>In most cases, developers need to be consistent with the general plan of the city they are working with.  Their development plans are not actually required to be consistent with the GP for it to be approved, but it is quite hard to get anything approved, let alone a project of this size, if you are not complying with existing city documents.</p>
<p>Each company has a vision for a massive, mixed-use master planned community that will bring thousands of jobs and thousands of homes to a very valuable region.  DMB has also recently announced a few companies it is teaming up with to complete their project, dubbed “Mesa Proving Grounds”.  DMB&#8217;s project will include a Gaylord Hotel and Resort, Tom Fazio Golf Course, a shopping center of some sort from Westcor and other office, residential and entertainment uses.  The Gateway region has been under the spotlight for some time now, especially after a few world-renowned aviation companies took interest in the proactive airport.  DMB plans to start construction shortly after General Motors actually leaves the site when their lease ends next summer.  No dates have been announced by Pacific Proving, which will have to wait at least until fall of 2009 to start building as well.</p>
<p>Local analysts who were hired by DMB estimate the Mesa Proving Grounds site could potentially consist of the following at build-out:</p>
<ul>
<li>20 million square feet of total commercial space</li>
<li>14.5 million square feet of which will be office space</li>
<li>1.2 million square feet of retail space</li>
<li>4,000 hotel rooms</li>
<li>15,000 dwelling units</li>
</ul>
<ul>
<li>A potential 37,500 residents and up to 91,800 permenant jobs</li>
<li>Mesa would collect more than $40 million a year in sales tax revenue</li>

			<content:encoded><![CDATA[<p>The much acclaimed and sometimes controversial project, <a title="City North in Phoenix AZ" href="http://www.weknowurban.com/Phoenix/citynorth/">CityNorth</a>, has big plans for their grand opening of Phase I in November. The developer of the 144 acre mixed-use project, Thomas J. Klutznick Co. and Related Urban hired a Hollywood, CA based company, Sequoia Productions to manage the opening. Sequoia Productions has an very impressive resume, running the famed Academy Awards Governors Ball for the past 16 years and the Primetime Emmy Awards Creative Arts &amp; Governors Ball for the past eight.</p>
<p>Phase I, which is set to open on November 13, will consist of 99 residential condominiums, 46 boutique shops and restaurants, and an unknown number of office tenants totaling nearly 1 million square feet. This combination of uses will create a dynamic urban living environment for residents within and nearby. Some of the unique retailers you can expect to see open in November are: Alessi, D&amp;G Designs, Green Bone Bakery, Haus, King and Duck, and Little Artika. Three new-to-market restaurants are also coming: 25 Degrees, a Hollywood based burger joint, Blue Martini, a live entertainment venue in addition to a tapas and wine bar, and Ocean Prime, an offspring from celebrity chef Cameron Mitchell.</p>
<p>Unfortunately, construction on Phase II of CityNorth, which is proposed to include major retailers such as Macys, Nordstrom’s and the first Bloomingdales for Arizona has been pushed back a year with a 2010 opening.</p>
